I do not believe that Charo (known only as "María Rosario Pilar Martínez Molina Moquiere de les Esperades Santa Ana Romanguera y de la Najosa Rasten" by her parents) is capable of aging. She either possesses a gene which stunts her growth at 40 years of age, a gene that scientists must study immediately, or she has made a deal with an evil and powerful entity. If I were a betting man, I'd bet she possesses said "mutant" gene. I swear she looked the same 15 years ago! Although I am not a betting man, I'd bet she was born looking like this.
